Valérie Dagand

Numeum

Valérie Dagand is Director General of Numeum, the leading trade association representing France’s digital sector.

With over 25 years of experience spanning both public and private sectors—ranging from major corporations to startups—she has developed a unique perspective on governance in the era of technological disruption, and has developed deep expertise in navigating complex environments and driving change at scale. She has held senior
transformation roles at Monoprix, PPR, Aéroports de Paris, and Vinci Autoroutes, before joining the French Ministry of Armed Forces in 2018 as Deputy Director General for Digital Transformation.

Her career sits at the intersection of public policy, digital innovation and strategic change. A strong advocate of responsible and inclusive digital development, she has served as President of Cyberelles and of Combattantes@Numérique.

She regularly teaches strategy, governance and digital transformation at institutions
such as INSP and the Centre for Defence Higher Studies. Valérie holds degrees from
ESG, KEDGE, and an Executive MBA from ESCP Europe.
