Scaling Up Security: Financing Dual-Use Tech and Europe’s Defence Ambitions

Europe has entered a decisive phase in defence cooperation. Political ambition and financial commitments are at historic highs, driven by urgent security challenges and the need to strengthen Europe’s industrial resilience and technological edge. Yet a central challenge remains: turning commitments into funded projects, deployable solutions, and real capabilities in service.

On 21 April 2026 in Brussels, DIGITALEUROPE and Schuman Associates – under the auspices of the Cyprus Presidency of the Council of the EU – will convene policymakers, finance, and industry to explore how Europe can move from ambition to delivery by better financing and deploying dual-use and digital defence technologies.

From EU defence programmes and financial instruments, to lending and risk-sharing mechanisms, the conference will focus on how funding can be better aligned with real demand, clearer buyer signals, and faster deployment. Special attention will be given to the conditions needed to attract investment and create scale for SMEs, which play a critical role across Europe’s defence and digital industrial base.
