Europe has the talent, companies and technologies to lead in AI and critical technologies. What it needs now is the scale, investment and market conditions to turn that strength into global leadership.

Launched in Strasbourg in September 2025, DIGITALEUROPE’s AI & Tech Declaration brings together CEOs from leading digitalising companies and national trade associations behind a shared call for a more competitive and secure Europe. Industry stands ready to invest and collaborate, but Europe must move faster: reducing fragmentation, unlocking investment and creating a true Single Market where innovative companies can grow and scale.

The movement has continued to grow. After being highlighted in President Ursula von der Leyen’s 2025 State of the Union address, the Declaration reached a new milestone in 2026: 80+ signatories and its first partners from outside Europe. TECHNATION, the Canada EU Trade and Investment Association (CEUTIA) and Qorsa became the first Canadian organisations to endorse the Declaration, taking the initiative across the Atlantic.

This next chapter reflects a simple idea: European technological sovereignty does not mean isolation. Europe needs to build more capacity at home while scaling with trusted international partners.

Together, the signatories are pushing for action across AI, cybersecurity, cloud, quantum, secure connectivity and other critical technologies, with a focus on turning ambition into investment, deployment and real market demand.
