Policy Officer or Manager for Outreach and Campaigns

Who we are:

DIGITALEUROPE is the leading trade association representing digitally transforming industries in Europe. Our work spans the full spectrum of digital policy and technologies, from artificial intelligence, data, cloud, cybersecurity and connectivity to semiconductors, digital infrastructure, advanced manufacturing, defence technologies and emerging technologies. We also work across key sectors of the European economy, including healthcare, energy, mobility, financial services and public administration, as well as on sustainability, skills and digital competitiveness

Our members include 130+ global technology leaders and 45 national trade associations, representing more than 56,000 businesses operating and investing across Europe. Together, we work to ensure Europe remains competitive, innovative and open.

We also engage with policymakers, industry leaders and partners worldwide on international digital policy.

We are looking for:

We are looking for a Policy Officer or Manager to support DIGITALEUROPE’s outreach and advocacy activities across EU institutions and Member States. The role will initially focus on engagement with our network of National Trade Associations (NTAs), while also contributing to advocacy campaigns, European Parliament outreach and other priorities across the association.

You will coordinate the network’s regular activities, support the organisation of our Presidency Summits and prepare briefings for senior-level meetings. Working closely with our outreach and policy teams, you will help translate European policy priorities into coordinated engagement with national associations, policymakers and other stakeholders.

You will report to the Associate Director responsible for Member State Outreach and work closely with the Senior Director for Outreach and colleagues across the association. This role combines relationship management, policy communication and project delivery. Its portfolio may evolve in line with organisational priorities, with opportunities to take on different outreach, campaign and policy-related responsibilities.

This position will place you at the heart of Europe’s digital agenda, working with trade associations, industry leaders and policymakers at EU and national level. It requires a service-oriented networker who is comfortable reaching out to executives and public officials, has a strong interest in digital policy and enjoys working across different topics and stakeholder groups. Your responsibilities will include:

  • Support relations with our national associations. Serve as the main day-to-day contact for NTA members, help identify their priorities and ensure their perspectives inform DIGITALEUROPE’s work.
  • Support the delivery of Presidency Summits. Support the delivery of our twice-yearly summits with the host national association, from developing the agenda and securing speakers to preparing briefing materials and managing delivery and follow-up. Work with senior colleagues to ensure the programme reflects our advocacy priorities and the interests of the network.
  • Prepare senior-level briefings and meeting materials. Draft concise, well-researched briefings, speaking points, stakeholder profiles and background notes for the Director General and senior colleagues ahead of meetings with national associations, ministers, ambassadors, Members of the European Parliament and other public officials. Bring together policy input and political context to support clear objectives and messages.
  • Manage the daily activities of the NTA engagement programme. Facilitate regular calls, also with the Director General, policy exchanges and knowledge-sharing sessions. Prepare agendas and supporting materials, coordinate contributions and follow up on agreed actions.
  • Contribute to clear and timely NTA communications. Produce the monthly NTA newsletter and targeted updates, drawing together relevant policy developments, advocacy opportunities and activities across DIGITALEUROPE.
  • Support coordinated advocacy campaigns. Work with outreach and policy colleagues to develop and deliver campaigns on priority policy files, engaging national associations, Member State representatives, the European Parliament and other relevant stakeholders. Prepare tailored materials, coordinate contributions and track engagement and follow-up.
  • Support stakeholder outreach and monitor political priorities. Contribute to engagement with Members of the European Parliament and their teams, including meetings and events. Monitor relevant EU and national developments, including Council Presidency priorities, and maintain stakeholder and participation records to inform outreach planning.

Key requirements for the role include:

  • Your personality: You possess political intelligence, proactive attitude and relationship management skills, with the confidence and judgement to work with association leaders, senior executives and public officials.
  • Experience: At least 1–2 years of experience in public affairs working for a trade association, corporation, public sector organisation, European body, consultancy or government. A sound understanding of EU institutions and decision-making, including the European Parliament and the role of Member States and Council Presidencies. An interest in digital policy is essential; relevant policy or advocacy campaign experience is an advantage.
  • Analytical Skills: Excellent drafting and analytical skills, including experience turning complex information into concise briefings, speaking points and communications tailored to senior audiences.
  • Organisational skills: Experience organising substantive events, advocacy activities or multi-stakeholder programmes, from initial planning through to delivery and follow-up.
  • Network and adaptability: Ability to build networks and grow communities, combined with the flexibility to work across different policy topics, stakeholder groups and projects as priorities evolve.
  • Communication Skills: Excellent writing and presentation skills, with the ability to convey complex policy matters succinctly to both a business and policy audience. Proficiency in English is mandatory.
  • Education: A background in business management, law, or political science, with advanced degrees being a strong asset.
