Winning the Tech Race: Cut. Simplify. Incentivise.

Europe has the talent, the market and the technological strengths to compete globally, but regulation, fragmentation and underinvestment are holding it back.

DIGITALEUROPE’s Winning the Tech Race gameplan sets out a three-step approach to strengthening Europe’s competitiveness: cut unnecessary regulatory burden, simplify the Single Market and incentivise investment in critical technologies.

First, cut the overlaps. The gameplan proposes targeted changes across Europe’s digital rulebook to reduce duplicate reporting, clarify requirements and make it easier for companies to innovate.

Second, simplify the way companies scale across Europe. A more integrated Single Market, simpler cross-border rules and stronger European procurement can help innovative companies grow at home before competing globally.

Third, incentivise investment. Europe needs more funding for AI, quantum, semiconductors, connectivity, cybersecurity and other strategic technologies — supported by a skilled workforce and stronger public-private investment.

The objective is a shift from regulating technology to creating the conditions for it to grow, scale and succeed in Europe.
