Market regulation

The group's most important work item over the past couple of years has been the review of the EU regulatory framework governing Europe's electronic communications sector. DIGITALEUROPE is supporting changes to the current rules which are aimed at further strengthening the position of the European telecom and ICT sectors by encouraging investment, innovation and competition, and is focusing on:

- reinforcing the current framework's objectives to encourage competition, investment and innovation;

- an internal market based on efficient and consistent application of regulations;

- encouraging efficient use and management of radio spectrum;

- streamlining procedure and simplifying rules and processes, as  well as increasing transparency;

- fostering the transition from sector-specific regulation to competition law.

Aside from the electronic communications review, the Market Regulation group is working on next generation access issues, promoting the need for regulatory certainty and providing incentives for creating the new infrastructure required for rolling out next generation networks. The group is also contributing to the review of the scope of universal service currently being undertaken by the European Commission.
