EEB CECED DIGITALEUROPE position paper on the need for ambitious and practical collection targets

EBB, CECED and DIGITALEUROPE have some concerns regarding the methodology of the WEEE recast proposal of the Commission regarding the calculation of the collection rate.

Whatever the chosen methodology for the collection target and the final rate defined at Member State level through national implementation, there are some principles that need to be enshrined in the concept to ensure the target has positive environmental impact, is enforceable and actually works in practice:

• Targets should be based on waste streams relevance
• Member States should monitor all WEEE arising streams
• Any WEEE collected should be reported to the Authorities
• To achieve the best result the collection target needs to apply to Member States
• Producers accept all WEEE handed over to them
• Member States should present regularly improvement collection plans
